SUMMARY

 

Responsible for all payroll tax activities, including compliance with local, state and federal regulations and filing of local, state, and federal payroll tax returns (this includes the reporting and reconciling of the payroll taxes with payroll tax service vendor), along with maintaining and ensuring integrity; Profit Sharing administration reporting which includes payroll deductions and year end company contribution process; and responsible for the updating and creating of payroll process documentation.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes any of the following duties assigned, along with other special projects.

 

Responsible for the identification, development and implementation of programs, policies and procedures which support payroll tax compliance and/or total customer satisfaction, both internally and externally, where applicable in relation to this position.

 

Responsible for researching laws and regulations regarding taxes and payroll withholding procedures and company policies as they affect Payroll processing and/or accounting.  Along with keeping current on any regulation changes that impact the payroll process and making recommendations for necessary process changes.

 

Responsible for the day-do-day activities surrounding the Profit Sharing Plan Payroll administration.  Including, such processes as receiving and transmitting data to the Plan vendor, reconciliation of transmissions, recordkeeping and confirmation of funds sent to plan administrator and the annual contribution calculation.

 

Responsible for maintaining and compiling data for legally required records and maintaining payroll records and history in accordance with the Finance Record Retention policy.

 

Responsible for preparing any payroll related month-end and year-end journal entries.   Handles the data research requests from Finance and Corporate Tax departments and insures confidentiality of employee wage information.

 

Responsible for the collection and reconciliation of the Payroll taxes, i.e., federal income tax, multi-state income tax, locality taxes, federal unemployment tax and state unemployment tax with tax payment vendor.  Responsible for the submission of tax credit programs.  Responsible for quarterly and year-end reporting (i.e. W-2 production) 

 

Responsible for research on tax setup in the payroll system (currently Oracle HCM) as it impacts the payroll processing. Handles the tax and self-service testing of the system for updates and upgrades.  Develops documentation for any system setup or change in process.  Responsible for the compliance relating to the reporting of W-4’s, etc.

 

Responsible for various audits (Workers Compensation, withholding, etc.) and for special requests from employees, management, and regulatory agencies. 

 

Provides supervision over Payroll Clerk position and maintains compliance with all garnishment regulations. Provide backup for Payroll Supervisor position or Payroll Analyst, if needed.

 

SUPERVISORY RESPONSIBILITIES

Directly supervises one Payroll Clerk position.  Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE

Bachelor's degree (B. A.) from four-year college or university; or three to five years payroll related experience and/or training; or equivalent combination of education and experience.

 

LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.  Ability to write reports, business correspondence, and procedure manuals.  Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

 

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages.  Ability to apply concepts of basic algebra and geometry.

 

REASONING ABILITY

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.  Ability to deal with problems involving several concrete variables in standardized situations.  Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

 

COMPUTER SKILLS

Excel and Word.  PeopleSoft and Oracle desirable. 

 

CERTIFICATES, LICENSES, REGISTRATIONS

None required, Certified Payroll Professional (CPP) desirable.
